To find the patch on Stardock Central, click the software tab, then click the drengin.net tab within that, galciv should be listed in there along with any updates for it. You may need to click tools > refresh application data to see the update. As for putting it on the website, a standalone patch will be released eventually. ~SDC~
Its just an event that has a random chance of happening. As for what I do when it happens is just increase spending as much as I can while still maintaing a positive income. And when it ends I just drop spending down to pre-boom levels again. ~SDC~
I've been testing it out with different settings, and from where I sit I don't see how picking Universalists is giving you more yellow stars or a better starting position. My starting positions seem to be about the same, regardless of the party pick. ~SDC~

For the second question, the 5 games won with score > 1000 actually means that you've won 5 games and have a total score of over 1000. ~SDC~

I don't know how much trouble it would be, but perhaps there could be some fleet upgrade capabilities added to the AI at higher difficulty levels. These could allow the AI to analyze the current ships available and disband their older, less useful ships such as defenders and perhaps change their planet garrisons to battle hammers or other higher tech ship. If it was put on the webpage it would be the standalone patch and you wouldn't have to wait for it. Stardock Central is just a easier way to release mini-patches between standalone releases. You don't have to download it right away as the game is still playable, and even if you don't want to use it the standalone patches are still released pretty rapidly. ~SDC~
Its done this way because its easier for Stardock to do as they have limited resources. Putting the patch up on the website isn't as easy as making it downloadable from SDC. 1.03 will be released eventually as a stand-alone patch, but releasing new patches on the website every week simply isn't feasible to do. ~SDC~

Yeah turning off the cultural victory helps a lot, as does playing with abudant planets. ~SDC~
Its possible to avoid war at any difficulty, you just have to watch those relations with other races. ~SDC~
No they heal out of orbit, its just that they heal at a slower rate, especially at the start of the game when you have no repair bonuses yet. ~SDC~
#9 I tested this earlier with a battleaxe at 30 hp of 40 max. When it was sitting next to the planet in several turns no hp were regained. When I sent the ship into orbit it gained 2-3 hp per turn until fully healed. ~SDC~
Ships do repair a great deal faster in orbit, or at least they do at the beginning of the game. ~SDC~
When you see the * it means there are no ships in orbit of that planet. ~SDC~

You can't actually use the wormholes, they're just a benchmark on the path to tech victory. ~SDC~
Is anyone familiar with how the rank promotions on the Metaverse work? They seem to stop coming after you reach Captain, unless Fleet Captain is at a point nobody has reached yet. ~SDC~
