That happened in my last game, the Dregnin's remaining five worlds went to the Fundamentalists. I was only about ten minutes from victory anyway though.

The bonus given by mining a resource is empire-wide--so the influence bonuses are empire-wide if you get them from mining those blue cubes (ie Mining Barracks, HQ, resource refinery, and so on), and only sector-wide if you get them from things like Foreign Relations Centers and Culture Palaces (though they will affect adjacent sectors as well).
oops, somehow I missed your post, Rick. I'd say the opposite of Blue, actually. Occasional large gifts of tech, combined with trade, get you me up to close or at least friendly fairly quickly.
You do not need to be a war power. You can win completely peacefully on all difficulty levels. Check the strategy forum: there is a thread called called "Maso strategy with no military" by Jeff Desilva and one called "pacifist conquest strategies" by Matthew Downie.

No! Japan spends over $40 billion on its military annually, putting it in the top few nations (second place as of a few years ago). It's constitutionally restricted from *using* it in certain ways though, and for that reason the US is obligated by treaty to come to Japan's aid if it is attacked.

I don't know about what Pontius does, but I don't think it's a good idea to stay in Imperium. You raise more money and can spend more money in the higher forms. Even though the percent you can spend may go down, your overall economy is still increased by a transition to a higher form of government.
Well also, even in the real world, weak countries often end up doing what strong countries tell them to. The "tribute" isn't as overt as it is in Galciv, but it's there. Canada is (in general!) going to support or at least not actively oppose the US on most fronts, because it absolutely must maintain good relations with the US. Same goes for much of the rest of the world.

Correct, the board isn't updating scores. Player scores (the ones you see when you click on people's names in the forum) are still being updated though.

Mmm... what I meant was that in Civ3 the cultural route was horrifically boring on low levels and impossible on the high ones. Maybe others disagree, I didn't play the game all that much before moving on. I don't remember anything about scoring in Civ3, because since there was no Metaverse there was no reason to care. I do like influence in Galciv a lot--it's a big part of what makes this game different from (and better than!) other 4X games.

I think it probably won't happen. They're going to rewrite the AI to play the current game better, not to play a greatly revised version of the game.

I do see this as a bug, because you get something for nothing. Imagine if you could hit control-I and improve relations with all the AIs, without penalty to his civilization or to his score. Resubmitting games sometimes works. I had an anomalous a while back for no reason I could figure out, but when I resubmitted it it went through fine.
Not to mention the possibility of a Cubs versus Red Sox World Series...
